The Housing Endowment and Regional Trust, the HEART of San Mateo County, envisions a county where housing is attainable for all. HEART's mission is to raise funds from public and private sources to meet critical housing needs. In its first year, HEART raised over $5 million; of that, $3 million was provided by the County of San Mateo Board of Supervisors as seed money. HEART is a collaborative, public/private venture. It is structured as a joint powers authority (JPA). Currently, fifteen cities plus San Mateo County participate as members. The HEART board of directors consists of 11 elected officials and 10 members of the private sector. To date, HEART has invested $4 million three developments with 398 units. Total construction cost for the developments is $84 million, and HEART leveraged its funds with other funds at a rate of 20 to 1.

HIP Housing (Human Investment Project) is a non profit organization, whose mission is to invest in human potential by improving the housing and lives of people in need in San Mateo County. Since 1972, HIP Housing has provided innovative solutions to the affordable housing shortage. In February, HIP Housing was inducted into the California Housing Consortium's Housing Hall of Fame for its championing of the affordable housing cause in California. Now celebrating its 35th anniversary, HIP Housing creates a place to call home for thousands of people in San Mateo County every year. HIP Housing provides housing solutions through its Home Sharing, Self-Sufficiency, Home Equity Conversion and Property Development programs.

The Home Sharing program started in 1979, has served over 13,000 individuals and today is the largest home sharing program in the nation and serves as a model program. Home Sharing is a living arrangement in which two or more unrelated people share a home or apartment. Each year over 300 matches are made and over 1,000 individuals are counseled and referred to appropriate resources.

The Self-Sufficiency Program provides housing assistance and support services to low-income families while they are enrolled in job training or educational programs. The goal of the program is to enable families to become self-sufficient, free of government assistance. Currently there are 40 families in the program. Since the start of the program in 1991, it has received the Gold Award from San Mateo County's Children's Report Initiative, the Blue Ribbon Best Practices Award from HUD, and recognized by the California Assembly Committee of Human Services as one of the top seven welfare to work programs in the State.

The Home Equity Conversion program provides reverse mortgage counseling for seniors. HIP Housing is the only counseling agency in San Mateo County certified by HUD and AARP. Over 200 seniors are counseled each year.

Through the Property Development program, HIP Housing owns 194 units, three shared houses and manages nine properties for low-income individuals, families, and seniors.

HIP Housing is a leader in affordable housing, helping those in need find a place to call home. For more information, visit www.hiphousing.org.

Shelter Network was established in 1987 to address the growing problem of homelessness on the Peninsula. Shelter Network's five programs, located in Daly City, San Mateo, Redwood City, and Menlo Park, provide short-term shelter and mid-term transitional housing as well as comprehensive supportive services. Our mission is to provide housing and support services that create opportunities for homeless families and individuals of San Mateo County to re-establish self-sufficiency and to return to permanent homes of their own. Each year, we serve nearly 3,000 homeless adults and children and provide over 100,000 nights of shelter. Unlike programs which provide only a meal and a bed for the night, Shelter Network is dedicated to creating permanent solutions. By providing stable housing, coordinated case management, and comprehensive support services, we are able to transition homeless parents, children, and single adults back into homes of their own. Each year, over 80% of families and 60% of single adults completing our transitional programs succeed in returning to permanent housing.

Peninsula Habitat for Humanity, Inc. is a local affiliate of Habitat for Humanity International that builds affordable homes for very low-income families - offering them a hand up, not a handout. In 18 years, Peninsula Habitat has worked with more than 40,000 volunteers and community donors to empower more than 110 families to become homeowners.

Home ownership is virtually unattainable for the majority of people living in the San Francisco Bay Area. With less than 20 percent of households able to afford an entry-level home, San Mateo County is one of the least affordable counties in California and scores well below the overall U.S. affordability rate of 65 percent.*

Peninsula Habitat is committed to giving very low-income families a chance at the American Dream.  We work with families who have a gross annual household income based on HUD (U.S. Department of Housing and Urban Development) guidelines of no more than $56,550 for a family of four and can often only afford overcrowded or substandard housing. Through our affordable homeownership program, Peninsula Habitat provides hard-working, low-income families with an opportunity to break the cycle of poverty, enabling them to live in the cities where they work and create a better future for their children.

Peninsula Habitat homeowners invest a lot of effort into their dreams, including 500 hours of "sweat equity" to help build their own homes. Houses are sold to partner families at no profit and financed with affordable, zero interest mortgages structured never to exceed one-third of their monthly income. The mortgage payments are deposited into our "Fund for Humanity," which is reinvested in the construction of more homes for low-income families on the Peninsula. Currently, eight homes are being built in Redwood City.
