United States Senate Shares law-making power with the House of Representatives in the two-house Congress. Regardless of state population, each state has 2 of the 100 senate seats, and each member represents all residents of the state. Each state's 2 seats are elected in different years, and one-third of the entire Senate's seats are elected every second year. Unlike the House, only the Senate may advise and consent on proposed foreign treaties and certain presidential nominations for executive and judicial appointments, and it has the power to convict federal officials on impeachment charges recommended by the House. It may not originate revenue and appropriation bills.

CaliforniaState Senate Like the Assembly, one of two law-making bodies in the state legislature. Each may originate revenue bills. Only the senate, with some exceptions, has reviewing authority for the governor's executive agency appointments. Each of the 40 senate members represents one district, the boundaries of which may be redrawn after each 10-year census, to represent an equal share of the population. After an election, the two-year legislative session begins the first Monday in December and ends the second November 30. A law begins as a bill, and must be approved by both bodies and by the governor; the governor's veto may be overcome by a 2/3 vote of each body. Typically, a new law takes effect the next January 1.
