Community Survey: Half Moon Bay Plan Implementation

Community Survey: Half Moon Bay Plan Implementation

The City of Half Moon Bay is updating its Implementation Plan (IP), part of the City's Municipal Code that puts the City's Land Use Plan (LUP) policies into practice and wants to hear about your experiences as residents, property owners, businesses and/or visitors and what could work better.

The IP has not been comprehensively updated since 1996. The City's Land Use Plan (LUP) and General Plan are not changing. Instead, this project is focused on updating and cleaning up the existing Implementation Plan so it is clearer, easier to understand, and easier to use for residents, property owners, businesses, and City staff.

You don't need to know anything about the Municipal Code or Implementation Plan to participate in the survey.

Public Comment Period Open on Proposed Rule Language for Building Appliances Rule 9-6 (Water Heaters)
Public Comment Period Open for Water Heater Ban
Public Comment Period Closes November 1 at 6 PM
On November 4, 2026, the Bay Area Air District Board of Directors will consider changes to Rule 9-6 (mandated ban) for water heaters. The changes being considered would, if approved, provide for some exemptions to the zero-nitrogen oxides standard and could delay the compliance date one year, to January 1, 2028. The public comment period will close on November 1 at 6 PM. SAMCAR members and San Mateo County homeowners are encouraged to provide online comments that must be submitted through the Air District's public comment tool to be considered. (Under Air District policy, they will not consider comments on regulations that are submitted by email.) SAMCAR supports de-carbonization of homes, but that the policy should be voluntary. SAMCAR has long opposed the mandates on gas water heaters and furnaces bans, citing lack of public outreach, PG&E grid reliability challenges, Bay Area older homes, socio economic impacts, impacts to seniors, and possible high costs for homeowners to electrify their homes. Please get your comments in ahead of the Bay Area Air District's Board of Directors meeting on November 4.

VOTE NO on Measure E in Redwood City
Get involved! Phonebanking, Precinct Walking, Contributing
SAMCAR urges all of our members who live in Redwood City to VOTE NO on Measure E. It goes far beyond traditional rent control and would impose new restrictions and requirements on housing providers that could reduce housing supply, discourage investment and new construction, undermine affordable housing, increase costs to taxpayers, and create significant new financial and administrative burdens for the City, including a new city department. The No on Measure E Team Needs Your Help! Read more to learn how to GET INVOLVED including phonebanking, precinct walking, and contributing. If you would like to volunteer or have any questions about the campaign, please email hello@votenomeasuree.com

Redwood City Council Unanimously Opposes Rent Control Ballot Measure
In a decisive 6-0 vote, the Redwood City Council has officially opposed the Redwood City Fair and Affordable Housing Ordinance, which will appear on the November 3, 2026 ballot. The Council's decision follows an independent supplemental economic impact analysis that concluded the measure extends far beyond traditional rent control and could have significant unintended consequences for tenants, housing providers, affordable housing, and the City's financial stability. SAMCAR applauds the six Redwood City Councilmembers for carefully reviewing the analysis and taking a position based on the long-term interests of the entire community. We encourage Realtors, property owners, homeowners, and renters to learn more about the measure before casting their vote this November.

REALTOR Party: SAMCAR Helps Half Moon Bay End Failed Rental Policies
The National Association of REALTORS' REALTOR Party recently highlighted the repeal of Half Moon Bay's rent stabilization and rental registry policies as a Success Story highlighting SAMCAR efforts to pursue a disciplined, relationship-based advocacy strategy grounded in data, local experience, and constructive solutions. A significant upshot of this result is that even when rent control policies are already in place, they are not irreversible. REALTOR associations can play a decisive role by staying engaged after adoption, monitoring program outcomes, electing more supportive candidates, and using credible data to demonstrate when policies fail to meet their goals.
