San Mateo County Association of REALTORS® Joins Effort in Mobilizing to Stop Costly Tax Proposal, Protecting California Homeownership

June 25, 2026 — The CALIFORNIA ASSOCIATION OF REALTORS® (C.A.R.) announced a major victory for homeownership in California after REALTORS® statewide mobilized to stop AB 736 from moving forward in the California State Legislature last week.

In just over 24 hours, thousands of REALTORS® from every corner of the state made more than 12,000 calls to members of the Legislature urging them to oppose AB 736, a proposal that would have incentivized local governments to raise transfer taxes on property sales. The unprecedented speed and scale of this grassroots response sent a clear message to lawmakers: California will not solve its affordability crisis by making homeownership more expensive.

"C.A.R. opposed AB 736 because higher transfer taxes would increase the cost of buying and selling a home at a time when affordability remains one of California's greatest housing challenges," said C.A.R. President Tamara Suminski. "Expanding local transfer taxes would have placed additional financial burdens on families already struggling to achieve the dream of homeownership. C.A.R.'s grassroots network is one of the most effective in California because it is powered by members who care deeply about protecting their clients, their communities, and the future of homeownership."

In addition to stopping this bill, California REALTORS® also actively supported a broader agreement that will place a constitutional amendment to restore the requirement that certain local special tax increases receive approval from two-thirds of voters on the November 2026 ballot. Also, as part of that agreement, ACA 13 will no longer appear on the November ballot. C.A.R. strongly opposed ACA 13 because it could have weakened longstanding Proposition 13-style taxpayer protections, and the organization was prepared to commit significant resources to defeating the measure.

"These victories extend well beyond stopping a single bill," Suminski stated. "Together, they help protect Californians from higher costs, preserve important taxpayer safeguards and ensure homeownership remains within reach for more families. They also demonstrate the strength of our association. When REALTORS® speak with one voice, California's leaders listen."

"Our members' swift and unified opposition to AB 736 was instrumental in protecting homebuyers from higher costs at a time when they are already working hard to achieve homeownership," said Alane Gilbrech, SAMCAR Association Executive. "This victory shows that when REALTORS® stand together to advocate for homebuyers, homeowners and property rights, we can make a meaningful difference for families and communities across California."

Kathy Kleinbaum, San Carlos new City Manager, and Al Savoy, the Community Development Director, discussed downtown San Carlos projects, climate change and sustainability planning, traffic and transportation improvements, parks and recreation goals, and commercial and housing developments.

2026 San Mateo County Elections: Meet the Candidates & Measures
The November 3, 2026, General Election will include important local races throughout San Mateo County, including City Council elections and a special election for San Mateo County Board of Supervisors District 5. For SAMCAR members, local elections are particularly important. City councils and the County Board of Supervisors make decisions affecting housing, property rights, development, zoning, permitting, property transfer taxes, parcel taxes, sales taxes, fees, tenant protections, and the local business license taxes.

The Redwood City Fair and Affordable Housing Ordinance, which is anything but fair or affordable, has officially received its ballot designation and will appear before Redwood City voters on November 3, 2026, as Measure E. SAMCAR urges all of our members who live in Redwood City to VOTE NO on Measure E.

Redwood City Council Unanimously Opposes Rent Control Ballot Measure
In a decisive 6-0 vote, the Redwood City Council has officially opposed the Redwood City Fair and Affordable Housing Ordinance, which will appear on the November 3, 2026 ballot. The Council's decision follows an independent supplemental economic impact analysis that concluded the measure extends far beyond traditional rent control and could have significant unintended consequences for tenants, housing providers, affordable housing, and the City's financial stability. SAMCAR applauds the six Redwood City Councilmembers for carefully reviewing the analysis and taking a position based on the long-term interests of the entire community. We encourage Realtors, property owners, homeowners, and renters to learn more about the measure before casting their vote this November.

Bay Area Air District Delays Water Heater Ban Amid Rising Concerns
SAMCAR members should continue paying close attention to the Bay Area Air District's controversial mandate banning the sale and installation of natural gas water heaters beginning on January 1, 2027, followed by gas furnaces on January 1, 2029. While the regional board recently approved a nine-month delay to the water heater ban, serious concerns remain about the financial impact this policy will place on homeowners, housing providers, and renters in the Bay Area, including throughout San Mateo County.
