SAMCAR Meets with Congressmember Mullin to Discuss REALTOR® Priorities

On Wednesday, April 5, 2023, members of the San Mateo County Association of REALTORS® (SAMCAR) met with Congressmember Kevin Mullin to discuss research/data, fair housing, inventory, supply, and affordable housing.

SAMCAR FPC coordinator Sue Walsh led the overall discussion and was joined by Paul Beaudreau, Judy Taylor, Frank Vella, Jerome Madigan, and SAMCAR Government Affairs Director Fernando Peña.

The purpose of the meeting was to reinforce National Association of REALTORS® (NAR) priorities, provide the Congressmember with a new resource team, and for members of SAMCAR to weigh in locally on important topics impacting the real estate industry at the local, state, and federal levels.

REALTOR® Priorities discussed included:

The need to increase the maximum amount of capital gains a homeowner can exclude on the sale of a principal residence and adjusting it for inflation (H.R. Bill 1321).
Have Congress offer tax credits that create a pathway to neighborhood stability through sustainable homeownership.
Incentivize the conversion of unused commercial buildings to residential and mixed-use properties.
Increase housing provider participation in the Department of Housing and Urban Development's (HUD) Housing Choice Voucher (HCV) program.
Reauthorize and increase funding for HUD fair housing enforcement programs.
Provide members of congress with resource products that help members make informed policy decisions.

Public Comment Period Open for Water Heater Ban

Public Comment Period Closes November 1 at 6 PM

On November 4, 2026, the Bay Area Air District Board of Directors will consider changes to Rule 9-6 (mandated ban) for water heaters. The changes being considered would, if approved, provide for some exemptions to the zero-nitrogen oxides standard and could delay the compliance date one year, to January 1, 2028. The public comment period will close on November 1 at 6 PM. SAMCAR members and San Mateo County homeowners are encouraged to provide online comments that must be submitted through the Air District's public comment tool to be considered. (Under Air District policy, they will not consider comments on regulations that are submitted by email.) SAMCAR supports de-carbonization of homes, but that the policy should be voluntary. SAMCAR has long opposed the mandates on gas water heaters and furnaces bans, citing lack of public outreach, PG&E grid reliability challenges, Bay Area older homes, socio economic impacts, impacts to seniors, and possible high costs for homeowners to electrify their homes. Please get your comments in ahead of the Bay Area Air District's Board of Directors meeting on November 4.
